In the poll, almost four in 10 say his phone call pressuring the Ukrainian president to meddle in USA politics is itself an impeachable offense.

Rep. Adam Schiff, D-Calif., speaks with members of the media after former deputy national security adviser Charles Kupperman signaled that he would not appear as scheduled for a closed door meeting to testify as part of the House impeachment inquiry into President Donald Trump, Monday, Oct. 28, 2019, on Capitol Hill in Washington. "What it would do, however, is put that individual and their family at risk of harm".

"This resolution establishes the procedure for hearings that are open to the American people, authorizes the disclosure of deposition transcripts, outlines procedures to transfer evidence to the Judiciary Committee as it considers potential articles of impeachment, and sets forth due process rights for the President and his Counsel", Pelosi said.

In her letter to Democratic lawmakers yesterday, Pelosi pitched the resolution to formalize the impeachment inquiry as a rebuke to those Republican attempts to pour cold water on proceedings.

In the poll, though, 40% say they agree with the racially charged tweet; 54% disagree.

The text of the impeachment process resolution was released on October 29, two days before a vote was scheduled.

It's part of an ongoing impeachment inquiry opened by House Speaker Nancy Pelosi one month ago.

The letter added, "We are taking this step to eliminate any doubt as to whether the Trump Administration may withhold documents, prevent witness testimony, disregard duly authorized subpoenas, or continue obstructing the House of Representatives". The chair shall transmit such report and appendices, along with any supplemental, minority, additional, or dissenting views filed pursuant to clause 2 (l) of rule XI, to the Committee on the Judiciary and make such report publicly available in electronic form, with appropriate redactions to protect classified and other sensitive information.

Fox News has learned the vote will take place Thursday on the House floor. "Even then, the White House's rights remain undefined, unclear, and uncertain - because those rules still haven't been written", Grisham continued, noting the resolution "does nothing to change the fundamental fact that House Democrats refuse to provide basic due process rights to the Administration". Tenney says she will seek to regain the seat in 2020.
