In a bombshell intervention deepening Labour's civil war over Europe, the deputy leader will today claim the 2016 vote was too long ago to be valid, and that a single-issue election would not break the Brexit deadlock.
During his speech, the Labour leader said he refused to let the election be dictated on the prime minister's terms and committed to delivering a campaign for a second referendum which would include a "credible option to Leave and Remain".

He will say the scale of the damage Mr Johnson is threatening the country with is "worse than Thatcher" and claim the prime minister has "naked contempt" for democratic institutions - not just the European Union, but parliament, the British constitution and the Conservative Party.
