FBI says Gilroy shooter had a 'target list' that included political organizations from both parties

The FBI says it has opened a domestic terrorism investigation into the mass shooting at the Gilroy Garlic Festival and has discovered the shooter had a list of potential targets. Thirteen others were injured.

Researchers are increasingly seeing shooters with a broad range of incentives and, at times, conflicting ideologies, which can make it hard to classify attacks and pinpoint motivations, said Brian Levin, director of California State University, San Bernardino's Center for the Study of Hate and Extremism.

Legan was wearing a bullet-resistant vest and had multiple magazines on his body and on the ground, the chief said. The three deceased victims have been identified as Stephen Romero, 6, Keyla Salazar, 13, of San Jose, and Trevor Irby, 25, who recently had moved to Santa Cruz from upstate NY.

Bennett told KQED, San Francisco's public radio station, that the Federal Bureau of Investigation is subpoenaing Facebook for information about an Instagram account that is potentially linked to the shooter and that contains a reference to white nationalist literature.

The shooting at the garlic festival in Gilroy was the first of three mass shootings in eight days that together claimed 34 lives and wounded more than 50.

Before the service Tuesday, friends and family members used colored markers to write messages on the casket of Keyla Salazar.

In addition to the Gilroy Garlic Festival, a popular annual food festival held in Legan's hometown, the list included organizations from across the country, such as religious institutions, political parties from both sides of the isle, and federal buildings.

In their ongoing quest to understand Legan's motives, FBI investigators revealed Tuesday that they have found material suggesting that Legan was collecting violent ideologies, and he himself had "a fractured ideology", with apparent animus toward both ends of the political spectrum, the government in general, and multiple religions.

In the El Paso case, authorities are weighing hate-crime charges that could carry the death penalty.

"We have not made a final investigative conclusion into the motive of the shooter", said Bennett, describing the gunman's ideology as "fractured" and featuring "varying competing violent ideologies".

Investigators were examining his online presence to determine his possible ideology, who he may have been in contact with regarding the ideologies, if anyone helped him and why he committed the violence.

While there is now no specific law against domestic terrorism in the USA code, the designation does free up resources for local governments to more effectively coordinate with federal agencies, said Brian Levin, director of the Center for the Study of Hate and Extremism at Cal State San Bernardino. Legan also had two 40-round magazines, and an additional 40-round magazine was found loose on or near him, Smithee said.

The target list was found during the investigation of the digital evidence.

Opening a domestic terrorism investigation adds the Garlic Festival case to the FBI's "portfolio", allowing agents to take out subpoenas and search warrants for further investigation.

The FBI did not reveal the specifics on the list. "We will never forget you!"
