The Obama judge ruled against Trump's refusal to submit to the Democrats' subpoena, writing, "Congress plainly views itself as having sweeping authority to investigate illegal conduct of a President, before and after taking office". Nadler said that if McGahn doesn't "immediately correct his mistake" in not showing, the committee will have to enforce the subpoena.

In Mueller's investigative report, McGahn was a key witness regarding possible obstruction of justice by Trump.

"This has never happened to any other president", he added, arguing that Democrats were seeking an opportunity to even out the score following the conclusion of Mueller's investigation.

The administration also claims that the Congress can not legally be compelled to testify, but Mr Nadler said he would hold Mr McGahn in contempt and pursue other means of compelling testimony. The ceramic chicken did not make a repeat appearance on Tuesday.

The report found there was insufficient evidence to conclude that a criminal conspiracy between Moscow and the Trump campaign had taken place.
