The report states that Neal brushed aside comments made by Treasury Secretary Steve Mnuchin that he doesn't have to order the IRS to provide them as lacking "merit". "Moreover, judicial precedent commands that none of the concerns raised can legitimately be used to deny the committee's request", Neal told IRS Commissioner Charles Rettig in his letter.

Asked about the letter Saturday, Treasury Secretary Steven Mnuchin said he would respond to within the new deadline set by Neal but he did not promise to produce Trump's tax returns by that time.
In that letter, Mnuchin also questioned the scope of Congress's investigative authority and Neal's stated reason for the request - that he wants them to insure that the IRS is properly auditing presidents.
