Sudden outbreak of measles prompts emergency declaration, renews vaccination debate

The region's measles outbreak began in Clark County, Washington, where since January 1, health officials had confirmed 49 cases and suspected nine others as of Tuesday morning.

Data shows Montana hasn't had a case of confirmed measles since 1990 - and it was declared eliminated in the United States in 2000. By definition, a "Fully Immunized Child" (FIC) is an infant who has "received one dose of BCG, three doses each of OPV, DPT, and Hepatitis B vaccines, and one dose of measles vaccine before reaching one year of age".

In Clark County, the confirmed cases include two infected residents who moved to Georgia, as well as two children who had traveled to Hawaii, where they were quarantined and did not spread measles to others. Two doses of the vaccine are about 97 percent effective at preventing measles; one dose is about 93 percent effective. A second dose between the ages of four and six will boost the immunity to 98 percent.

A measure introduced by Republican Rep. Paul Harris of Vancouver, Washington - the epicenter of the current outbreak - would remove the personal exemption specifically for the combined measles, mumps and rubella vaccine, or MMR. The mother of a 39-year-old physician, Dr. Kendrick Gotoc, who was inoculated by the vaccine three times prior to his death on April 22, 2018, filed cases of obstruction of justice, reckless imprudence resulting in homicide, torture, and violation of the Consumer Act against Health Secretary Francisco Duque, former DoH chief Janette Garin, and 37 others.

Measles starts with fever, runny nose, cough, red eyes, and sore throat.

One out of 1,000 get encephalitis, an inflammation of the brain, that can lead to seizures, deafness, or even brain damage.

Incubation for measles is usually 7 to 21 days.

There is another possible complication that can occur seven to 10 years after infection, more commonly when people get the infection as infants.

"If someone in the room has it and sneezes, and it goes around the room, pretty much anyone in that room will pick up that virus and may get sick from it if they're susceptible to it".
