Dean's comments, made during CNN'sErin Burnett OutFront segment, follow the release of a legal memo from federal prosecutors in NY regarding Trump's former personal lawyer, Michael Cohen.
"Yes, Cohen has stated he did the hands-on work in orchestrating hush-money payments to two women who claim to have had sexual liaisons with Trump many years ago (liaisons Trump denies)".
But Democrats seized on the Cohen report as evidence that they may have enough to impeach - or at least imperil - Trump's term in office.
Even if any crimes were committed before the president took office, Mr. Nadler said, they could rise to the level of impeachment if they were in the service of "fraudulently obtaining" the office.
But Rep. Jerry Nadler of NY, who's expected to chair the panel in January, says it's unclear whether that alone would justify Congress launching impeachment proceedings. The court filing Friday makes clear that the payments were made to benefit Trump politically. That would be up to the attorney general.
In a statement on Friday, White House Press Secretary Sarah Huckabee Sanders downplayed the filings and attacked Cohen's credibility.
Nadler said Friday that he wants to end the ongoing investigation into how alleged partisan bias within the FBI may have tainted decisions the bureau made before and during the 2016 campaign.
On Friday, Special Prosecutor Robert Mueller and the the United States Attorney's Office for the Southern District of NY filed papers with explosive allegations that Cohen, then-candidate Donald Trump, and others in his campaign were attempting to develop Trump Tower Moscow, all while the Russians were interfering with the American election.
Rick Hasen, a professor who specialises in election and campaign finance law at the University of California, says "there is a plausible case against the President". It will try to get to the bottom of this in order to serve the American people and stop this massive fraud on the American people.
Soon-to-be House Intelligence Committee Chairman Adam Schiff (D-CA) appeared on CBS News' "Face the Nation" on Sunday morning. He has previously indicated his panel would seek to look into the Trump family's business ties with Russian Federation.
"We have been discussing the issue of pardons the president may offer to people or dangle in front of people", Schiff said.
But this investigation is now starting to put the president in serious legal crosshairs, and he should be anxious and the whole country should be anxious, ' he said. Trump has denied having an affair. Special counsel Robert Mueller's office also laid out previously undisclosed contacts between Trump associates and Russian intermediaries and suggested the Kremlin aimed early on to influence Trump and his Republican campaign by playing to both his political and personal business interests. But he stressed that Congress will have to "wait and see" what additional information comes out to render judgment.
Rubio said it would be a "terrible mistake" if Trump pardoned Manafort, saying that "could trigger a debate about whether the pardon powers should be amended".
"I think you are beyond the stage that led to impeachment proceedings against President Clinton", he said, later adding, "The president stepped into the territory that ultimately led to President Nixon resigning". "The best way to solve a problem like this is elections", King said.
