The new houses rising from the ashes in Santa Rosa will have fire-resistant trappings such as sprinkler systems and double-paned windows, but the city is not curbing rebuilding in fire zones.

All told, more than 8,000 firefighters battled three large wildfires burning across almost 400 square miles (1,040 square kilometers) in Northern and Southern California, with out-of-state crews continuing to arrive and gusty, blowtorch winds forecast into Monday.

The blaze, whose cause remains under investigation, swept through the foothill town of Paradise, laying waste to the community of 27,000, reported The Sacramento Bee.

It's estimated that about 1,000 building and homes have already been destroyed in Paradise, and while multiple deaths have been reported the exact number of fatalities has yet to be verified, according to Butte County Sheriff Kory Honea .

"Look, we're past it, we're out of it, OK", Allen says.

The department compiled a list of 110 people unaccounted for, but officials held out hope that many were safe but had no cellphones or some other way to contact loved ones.

Fires normally are named by the dispatch center that sends the initial responders to the blaze, though in some cases they're named by the first firefighters on the scene, according to the California Department of Forestry and Fire Protection.

"Mother Nature has given us a short reprieve. but we know tomorrow Mother Nature's gonna turn her fan back on and the winds are going to start blowing", Ventura County Fire Chief Mark Lorenzen told reporters.

The Camp Fire is one of three major wildfires roaring though California, destroying thousands of structures and prompting thousands of residents to flee, sometimes through jam-packed, flame-lined streets that forced evacuees to chose whether to try to drive to safety or to get out and run. Several individuals were found inside their vehicles, while one victim was found outside their auto.

The blaze, which spewed massive plumes of thick black smoke, also threatened parts of the nearby town of Thousand Oaks, where a gunman killed 12 people earlier this week in a shooting rampage at a college bar, stunning the bucolic Southern California community with a reputation for safety.

His office said in a statement Sunday that the declaration would bolster ongoing emergency assistance and help residents recover from fires burning in Butte, Los Angeles and Ventura counties.

There are "potential areas that have not burned that can possibly have new fire if embers are thrown", he said.

Three fires, two in the south and one in the north, have forced over a quarter of a million people who were in harm's way to evacuate from their homes. Many of those people will not have homes to return to when the flames die down.

California emerged from a five-year drought last year but has had a very dry 2018. Much of the northern two-thirds of the state is abnormally dry.

In less than two days, the Hill and Woolsey fires had prompted evacuation orders for more than 250,000 people, including the entire city of Malibu, which is home to some of Hollywood's biggest celebrities, officials said. But what they saw when they stepped outside shocked them. He found his home leveled - a large metal safe and pipes from his septic system the only recognizable traces.

"We knew Paradise was a prime target for forest fire over the years", he said. "We're doing all right".
