In Georgia, an 11-year-old girl died when a vehicle port flipped into the air by a gust of wind landed on her home, Travis Brooks, head of the emergency relief agency in Seminole County, told AFP.

"Satellite images of Michael's evolution on Tuesday night were, in a word, jaw-dropping", wrote Bob Henson, a meteorologist with weather site Weather Underground.

Michael is the strongest storm since Hurricane Camille in 1969 and the third-most-powerful on record to hit the U.S.

It made landfall on the coast as a Category 1 hurricane on September 14 and drenched some parts of the state with 40 inches (101 centimetres) of rain. He was briefed by FEMA's Long in the Oval Office on preparations.

More than 900,000 homes and businesses are still without power in Florida, Alabama, Georgia and the Carolinas.

Torrential rains and powerful winds extended well west and north of the centre, expanding over southeast Alabama and into southwest Georgia.

Accuweather predicted Michael's total damage and economic impact will reach close to $30 billion, which would make it one of the 10 costliest hurricanes in US history.

Among those brought to safety were nine people rescued by helicopter from a bathroom of their Panama City home after their roof collapsed, Petty Officer 3rd Class Ronald Hodges said. "We're kind of getting crushed", Franklin County Sheriff A.J.

A National Guard team found 20 survivors there overnight and more crews were working through the wreckage on Thursday.

With winds of 155mph and a storm surge of nearly 14 feet, the hurricane has left a trail of destruction more than 100 miles wide at its immediate point of impact and stretching in excess of 200 miles inland into southern Georgia, where it finally subsided into a rain-heavy tropical storm.

"We are going to be aggressive with recovery and response over the coming days and will do everything we can to assist our communities that have seen impacts from this devastating storm", Scott said. Up to a foot (30 cm) of rainfall was forecast for some areas from Michael.
