Police Respond to Active Shooter Situation in Downtown Cincinnati

Cincinnati Mayor John Cranley praised the city's police officers who confronted and took down the shooter.

"This is a horrific incident", Isaac said.

"To help us all more, he got a good job offer and it was a really tough decision to make because he was leaving everything behind", she said.

"All he had to do was look over the counter at us and we would have been shot", Ginyard told reporters, adding she saw the shooter reload his pistol.

Waller Austin said he learned his wife had been shot when a police officer who was with her called and told him what was going on.

"I was walking past the Chipotle and I had my headphones in when some woman stopped me and said 'You don't want to go to the square, we just heard gun shots, ' " he says.

A witness said he heard up to 15 shots.

"I know this Cathedral takes very seriously it's ministry to Cincinnati as a whole and is always ready to be a place where people can come for solace and prayer and to rededicate themselves to the service of Cincinnati and beyond", said Bishop Tom Breidenthal, Diocese of Southern Ohio.

The Governor's tribute joins growing list of events to honor the shooting victims. It wasn't clear immediately if the shooter was one of them.

One of the victims died at the scene. A fourth victim was brought to the facility in serious condition and has since been upgraded to "fair condition". Neighbor Karen Rose said Perez's auto recently broke down, leading him to take the bus; she said he seemed "standoffish" and often had ear buds in.

"We prepare for situations like these and hope they never happen", said Amanda Nageleisen, UC Health spokeswoman. "We are grateful for the support and concerns from our neighbors throughout Cincinnati and the country".

Investigators have not identified a motive for the shootings, Issac said.

Lockdowns however, have since been lifted.

Isaac said its unclear why Perez carried out the attack, though investigators are now combing through evidence at his home in North Bend, approximately 15 miles west of downtown Cincinnati.

By Thursday afternoon, police had executed a search warrant at Perez's North Bend apartment.

Federal agents were on the scene.

Ohio Gov. John Kasich tweeted that he had been in touch with local officials about what he described as a "senseless act".

"I commend law enforcement, fire and EMS personnel who swiftly responded to the scene and share my deepest sympathies with the victims", he wrote.

The shooting lasted about 4 minutes, 28 seconds from the time he fired his first round to when he was felled by officers.

"If he had gotten on the elevator, gone up to a floor, if he had been there earlier or a little bit longer, many more people would have been killed", Cranley said.

Alcohol, Tobacco and Firearm (ATF) officials arrived to do a sweep of the building.
