Putin lobbied US President Donald Trump to control nuclear arms

US Senator Rand Paul has said he delivered a letter from US President Donald Trump to Vladimir Putin's administration.

"We expect that in the nearest time it will come to the presidential administration", he said, according to Russian news agencies.

Trump wants to ease tensions between the former Cold War foes and has been solicitous of the Russian strongman despite the United States intelligence community's unanimous conclusion that the Kremlin meddled in the 2016 USA election and was also targeting the upcoming midterms. "In the letter, the president mentioned topics of interest that Senator Paul wanted to discuss with President Putin".

Representative Trey Gowdy, the Republican chairman of the House Oversight and Government Reform Committee, questioned the wisdom of Putin being ushered into the White House.

The first full-fledged talks between Putin and Trump took place in Finland's capital of Helsinki on July 16.

But White House deputy press secretary Hogan Gidley said it was a "letter of introduction" to Putin that Trump wrote at Paul's request.

But Dmitry Peskov said Wednesday that the letter has not yet been examined by the Kremlin.

Republican Senator Marco Rubio wants a vote on a bill called DETER that would impose new sanctions if US intelligence officials determine Russian Federation meddled in USA elections.

A USA official provided to CNN the text of the letter, which read: "I would like to introduce Senator Rand Paul of Kentucky, a member of the Senate Foreign Relations Committee, and a voice for expanding dialogue with the Russian Federation".

"The Russian document outlines a host of areas where the two countries could work together to reduce nuclear dangers and rebuild some of their lost trust". A reported text of the draft bill published on Wednesday sent Russia's rouble to lows against the dollar last seen in April.
