Greitens' announcement came after damaging testimony by a former campaign aide to a House committee investigating the governor. Claire McCaskill in a state won handily by President Donald Trump.
Greitens also was indicted on felony invasion of privacy in February in St. Louis for allegedly taking an unauthorized and compromising photo of a woman during an extramarital affair in 2015, before he was elected.
"I can not comment on what Jean Peters Baker would do with the privacy of invasion case", Gardner said.
The Missouri Legislature began a special session earlier this month to consider impeachment and a House panel issued a subpoena last week ordering the governor to testify next Monday.
"The consequences Mr. Greitens has suffered he brought upon himself by his actions, his statements, his decisions, his ambition and pursuit for power", Gardner said.
First, on January 10, he admitted to the world that he had an extramarital affair and denied associated claims that he blackmailed his mistress by allegedly photographing her in a compromising position and threatening to disseminate the image.
Indirectly referencing his recent legal battles, Greitens said "this ordeal has been created to cause an incredible amount of strain on my family" through "millions of dollars of mounting legal bills, endless personal attacks, created to cause maximum damage to family and friends". But the report's release created a firestorm, with both Republicans and Democrats calling for his resignation.

A St. Louis prosecutor said Wednesday that she is dismissing felony computer-tampering charges against Missouri Gov. Eric Greitens (R), who announced his resignation on Tuesday amid multiple scandals that marred his once-promising political career.
Greitens, the state's first Jewish governor, is a former Navy SEAL and was before the scandals considering a presidential run.
The charge, filed in April following an investigation by the Missouri attorney general's office, accused Greitens of using a donor list from the veterans charity he founded, The Mission Accomplished, for his 2016 gubernatorial campaign. The AP reported that Greitens raised about $2 million from those who had previously given significant amounts to the charity.
A St. Louis judge approved the agreement, which has seven stipulations, two of which are sealed and unavailable to the public.
