Cameron said Horgan had already stepped back from his initial position to use every tool in the tool box to stop the project and appears to be using a more cautious legal approach, likely an effort to avoid giving Kinder Morgan any fuel to sue B.C.

Kinder Morgan announced on Sunday it would be suspending all non-essential activities and spending on the project, the decision largely based on on-going protests and the B.C. Government's opposition.

Trudeau has repeatedly said Trans Mountain is in the national interest and will get built.

Kinder Morgan has given a May 31 deadline for the government to convince the company that construction will be completed without further disruptions.

"Either B.C. and Canada are places in which you can invest with confidence, knowing the rules won't change after the fact regardless of whether you are a pipeline project or small business owner, or they are not".

Though Carr said cutting B.C.'s transfer payments would be a "not helpful" option.

Notley also said Alberta is prepared to take over the pipeline. "Since when do we allow American companies tell us what to do in Canada?" he said.

"We are issuing permits as they ask for them".
