Connecticut Governor Says 'Sane Laws' Needed on Gun Control

Cuomo joins governors in coalition to fight gun violence

"We're not waiting for federal action", said Andrew Cuomo, governor of NY, who was joined on a morning conference call by Raimondo and the governors of CT and New Jersey.

New Jersey Gov. Philip D. Murphy said the governors have been working on the effort for at least a year and, while it's not a reaction to the Parkland, Fla., school shooting, they are accelerating their efforts in light of the tragedy.

The coalition will also form a "Regional Gun Violence Research Consortium" to study the issue of gun violence and gun control across the region.

Despite the passage of gun safety laws restricting the purchase and carry of firearms across the four states, the lack of federal regulations preventing individuals from purchasing guns in other states and transporting them across borders has undermined state legislation. "We are taking law-abiding citizens and making them criminals". The multistate database will supplement the federal National Instant Criminal Background Check System that's used to trace guns that are used in crimes.

The governors say the move ensures that states will be able to more effectively prevent certain people from buying guns, obtaining weapons, or getting gun permits.

In the 1990s, the Centers for Disease Control became interested in studying gun violence amid research that suggested gun owners were more at risk of homicide and suicide.

"We refuse to allow federal inaction to enact common-sense gun safety laws [to] endanger the lives of our residents", said Connecticut Governor Dan Malloy, who has been a major proponent of gun reform since the deaths of over 20 first-graders at Sandy Hook Elementary School in Newtown, Connecticut.

Rhode Island Gov. Gina Raimondo said the collaboration will put together existing resources that will strengthen efforts against gun violence for all member states. The coalition of governors also will launch a Regional Gun Violence Research Consortium to research gun violence.

Cuomo added that while the states are not waiting for federal action, the coalition is not a substitute for federal action and the governors will continue to push for changes on the national level. New York's database, for example, lists more than 70,000 people who are prohibited from possessing firearms because mental health professionals have diagnosed them as likely to hurt themselves or others.

Murphy noted how Democratic governors similarly banded together to form the United States Climate Alliance, agreeing to adhere to the terms of the Paris climate agreement despite President Donald Trump's move to withdraw the USA from the deal.
