Countries Who Fought Islamic State Must Help Rebuild Iraq: Tillerson

With their remaining differences over the Israel-Palestine peace plan, visiting U.S. Secretary of State Rex Tillerson and his Jordanian counterpart Ayman al-Safadi on Wednesday signed a Memorandum of Understanding (MOU) worthy billions of dollars in Amman, the Middle Eastern country's capital city.

Building on Vice President Mike Pence's recent visit to Cairo, Secretary of State Rex Tillerson plans to strengthen a shared commitment between the United States and Egypt to fight terrorism.

Speaking in Kuwait at a gathering of the 74-member coalition to defeat ISIS, Tillerson said the war against ISIS is far from over, even in Iraq and Syria.

Despite Moscow insisting Syrian society would be fully represented at Sochi, nearly all of the 1,400 delegates were pro-regime.

The United States on Tuesday urged members of the coalition fighting Daesh to help rebuild Iraq or risk a reversal of the gains made against the group, and said it would extend to Baghdad a $3 billion credit line.

Tillerson announcement comes after Turkish President Recep Tayyip Erdogan called on the USA earlier in the day to "stop this theater with Daesh in Syria", adding that a decision by the U.S. to continue to fund the Syrian Kurdish YPG militia would affect Turkey's decisions. Now Kuwait was welcoming Iraq's head of government to a conference created to help Iraq.

"We will continue to be completely transparent with Turkey about our efforts in Syria to defeat ISIS, and we stand by our North Atlantic Treaty Organisation ally in its counterterrorism efforts", he went on to say.

USA officials are deeply concerned that a direct conflict between Israel and Iran might escalate into a war, after a drone of Iranian origin entered Israeli airspace over the weekend, prompting an Israeli military response against Iranian assets in Syria and the loss of an Israeli jet in the process.

The United States has separately provided almost US$1.1 billion in humanitarian aid to support Syrian refugees in Jordan.

Washington has acknowledged Ankara's concerns over the presence of well-armed Kurdish fighters positioned just over Turkey's southern border.

The chief USA diplomat will also lead a delegation to the ministerial meeting in Kuwait of the 74-member Global Coalition to Defeat ISIS.

"ISIS (Daesh) remains a serious threat to the stability of the region, our homelands, and other parts of the globe". The U.S. has indicated it is willing to contribute around three billion, but it's unclear where the rest of the money will come from. If the Syrian Kurds feel threatened, American officials said, they'll move their forces away from Islamic State fronts, prolonging the fight. He called on United States forces to leave Syria.

"We don't bypass ISIS", Mattis said.
