Trump administration wants to cut food stamps, replace with at-home food delivery

Shopping a new idea

But a government program delivering non-perishable foods at a discount bears little semblance to Blue Apron, a meal delivery service which says it only delivers farm-fresh, seasonal produce, meat with no hormones, and sustainably-sourced seafood, among other expensive and fresh foods. The Trump Administration says this would also save the USDA $129 billion over the next decade.

The Trump administration said it wants to replace cash benefits with boxes of government food.

The USDA believes that state governments will be able to deliver this food at much less cost than SNAP recipients now pay for food at retail stores - thus reducing the overall cost of the SNAP program by $129 billion over the next 10 years. "You actually receive the food instead of receive the cash".

Others, like the owner of Green Apple Market, say they accept government money for their goods, and fear a program change could be a big hit on his business.

Though they are considering changes to food stamps, members of Congress will nearly certainly ignore the Trump administration's beans-and-rice scheme when they begin the legislative process of reauthorizing SNAP this year. "So we're pretty excited about that", Mulvaney said during the briefing Monday.

Office of Management and Budget Director Mick Mulvaney testifies before the Senate Budget Committee February 13, 2018 in Washington, DC. "States will have substantial flexibility in designing the food box delivery system through existing infrastructure, partnerships, or commercial/retail delivery services".

"I think it would make it more hard because people would be getting less food".

Households receiving $90 per month or more in benefits would receive Harvest Boxes under this proposed plan.

The White House released its budget proposal today, which outlined cuts to domestic programs and increased spending for the military.

"The food stamp program was originally created as temporary assistance for families with momentary times of need". USDA would likely not change that requirement but could grant states waivers to impose stricter requirements at the state level.

"Cutting the amount of SNAP benefits that people receive on their EBT cards would not only impact families, but also our retailers and farmers", said Lorianne Burhop, chief policy officer with the Food Bank Network.

The president's budget would reduce the SNAP program by roughly $213 billion over the next ten years. "These budget proposals for SNAP are the wrong way to go to provide healthy, safe, affordable food for all".

Now the food bank sends out about 2,000 boxes a month for seniors in Luzerne, Lackawanna, Wyoming and Susquehanna Counties.
