Here's what Puerto Rico really needs from Donald Trump

She said Trump is responding to a request from the governor, and it "will go into effect immediately". "Let the ships flow as quickly and as cheaply from wherever they may come from", Democratic Representative Luis Gutierrez of IL said on the House floor Tuesday.

"No food, no water, no medical care for the dying...Puerto Rico needs more help, Mr. President!" the newspaper's splash read, above the headline,"American Tragedy".

Another video sent from Rihanna, who was born and raised in Barbados, to the president saw San Juan's mayor crying over the "humanitarian crisis" in the country.

The Jones Act, otherwise known as the Merchant Marine Act of 1920, requires goods shipped between American ports to be carried exclusively by ships built primarily in the United States, and to have USA citizens as its owners and crews. She said the waiver is needed to help the territory after it suffered hits from both Hurricanes Irma and Maria.

White House press secretary Sarah Huckabee Sanders announced the decision in a Twitter message.

The Jones Act was originally created to promote the U.S. ship-building industry after World War I. These days, it has the unintended effect of reducing to a handful the number of shipping companies that can transport products to Puerto Rico.

But opponents argue it's an anachronistic piece of legislation that unnecessarily raises the cost of imported goods for the island economy of Puerto Rico.

"Damn it, this is not a good-news story", Cruz told CNN.

Others openly wondered how a US military that is worth hundreds of billions can't get its act together for the people of Puerto Rico.

Trump is expected to visit the island on Tuesday.

The move comes after criticism that the White House has been slow to act to help Puerto Rico recover from the devastation of Hurricane Maria.

Members of the board in charge of resolving Puerto Rico's debt crisis met this week with Trump administration officials and members of the U.S. Congress to ask for more financial assistance for the hurricane-struck island, the panel said on Saturday.

Trump lashed out in a series of morning tweets, while also suggesting that Puerto Ricans "want everything to be done for them" and had left the bulk of relief work to federal first responders and the military.
