The Jones Act was originally created to promote the U.S. ship-building industry after World War I. These days, it has the unintended effect of reducing to a handful the number of shipping companies that can transport products to Puerto Rico.

But opponents argue it's an anachronistic piece of legislation that unnecessarily raises the cost of imported goods for the island economy of Puerto Rico.

"Damn it, this is not a good-news story", Cruz told CNN.

Others openly wondered how a US military that is worth hundreds of billions can't get its act together for the people of Puerto Rico.

Trump is expected to visit the island on Tuesday.

The move comes after criticism that the White House has been slow to act to help Puerto Rico recover from the devastation of Hurricane Maria.

Members of the board in charge of resolving Puerto Rico's debt crisis met this week with Trump administration officials and members of the U.S. Congress to ask for more financial assistance for the hurricane-struck island, the panel said on Saturday.

Trump lashed out in a series of morning tweets, while also suggesting that Puerto Ricans "want everything to be done for them" and had left the bulk of relief work to federal first responders and the military.
