The initial phase of disaster response is underway, Montano says, but the response is going to take many years.

The argument seems to be that if the Jones Act were waived here, the price of some goods might come down.

"It definitely does create some logistical challenges", Montano says. They can not do surgeries, and I don't see this in the media.
