California lawmakers take anti-Trump stance as session ends

The changes allowed state and local law enforcement to communicate with federal immigration authorities if a person has been convicted of certain crimes.

With more than a dozen bills in this year's housing "package" now on their way to the governor's desk, the state Legislature has taken the first and most important step toward addressing California's housing crisis: Recognizing the scope of the problem-and beginning the hard work of developing solutions on the scale needed to solve it.

California's "Sanctuary State" bill limits the sharing of information between local police and federal immigration agents.

But the bill's passage comes as a second blow to the Trump administration's hard-line policy on illegal immigration in as many days.

The bill is all part of a broader push by U.S. Democrats to counter President Trump's plan to expand deportation orders.

"It's a purposeful positioning", said political analyst Sherry Bebitch Jeffe, a senior fellow at the University of Southern California.

California's immigration laws are considered among the friendliest in the country and the state is often referred to as a "sanctuary state". It would also prohibit local officers from inquiring about someone's immigration status.

California police chiefs dropped their opposition but sheriffs, who run jails where the biggest impacts will be felt, remain opposed.

The measure, SB-54, passed by a 49-25 vote. Brown announced his support for the measure after reaching an agreement with the de León's office earlier this week.

The bill will prevent local police from becoming "cogs in the Trump deportation machine", de Leon said. Under the additions to the bill, the California Department of Corrections and Rehabilitation would have to develop new standards to protect people held on immigration violations, and to allow immigrant inmates to receive credits toward their sentences serviced if they undergo rehabilitation and educational programs while incarcerated.

"I know, from speaking to hundreds of victims of crimes, witnesses of crimes, that if you're a victim or a witness, it's hard to trust working with law enforcement if you think there's a chance that your immigration status might be passed along to the federal government", he said.
