The test of what Pyongyang claims was an H-bomb small enough to be mounted on an intercontinental ballistic missile was the biggest North Korea has ever conducted.

The United States wants the U.N. Security Council to impose an oil embargo on North Korea, ban its exports of textiles and the hiring of North Korean laborers overseas, and to subject leader Kim Jong Un to an asset freeze and travel ban, according to a draft resolution seen by Reuters on Wednesday.

The nuclear test followed a missile test over Japan's northernmost island, Hokkaido, triggering nuclear alarms all over the region.

Seoul had downplayed the need to rush the deployment when current President Moon Jae-in took office in May, at a time when he was appealing to North Korea with unsuccessful offers of dialogue and cooperation.

North Korea, which is pursuing its nuclear and missile programs in defiance of worldwide condemnation, said it would respond to any new U.N. sanctions and USA pressure with "powerful counter measures", accusing the United States of aiming for war.

The US President reportedly issued the order to his top military generals last month after North Korea threatened to fire a ballistic missile towards the US territory of Guam.

China hopes North Korea will "see the situation clearly and come to the right judgment and choice", Mr Wang said.

North Korea accused South Korea and Japan of "dirty politics" for what it said was the highjacking a meeting meant to be about economic development.

North Korea says it needs its weapons to protect itself from US aggression.

South Korea on Thursday completed the deployment of the Terminal High Altitude Area Defence (THAAD) anti-missile system, built by the U.S., on its territory with the installation of four additional missile interceptors amid overnight clashes between residents and the security forces that left dozens injured.

The bid for the toughest penalties yet against North Korea comes despite renewed warnings against such moves by the leaders of China and Russian Federation, which have veto power in the Security Council. Putin and Abe are set to meet later Thursday.

On April 26, two mobile launchers and other THAAD elements were delivered in the middle of night to the former golf course at Soseong-ri village in Seongju county, North Gyeongsang province. But all of a sudden, they are enthusiastically inciting the Chinese people to oppose the Thaad installation. "We will make necessary preparations to use the capability as soon as the internal procedures are completed on the USA side".

State-run media in China condemned the deployment. South Korea and the United States are technically still at war with North Korea after the 1950-53 Korean conflict ended with a truce, not a peace treaty.
