In a statement, officials said that a search of the man's home "uncovered no link with the terror threat ... at the Maassilo".
"During questioning it was established that there are no links between the driver and the previous evening's threat", police said Thursday evening. The city's mayor, Ahmed Aboutaleb, said gas bottles were found in a small van with Spanish number plates found near the venue, where American rock group Allah-Las were due to perform.
Rotterdam police said that afterwards an officer "stationed close to the venue made a decision to stop a van that he saw driving at around 21:30 hrs".
Bomb experts are looking at the van, police said.
The tip-off from Spanish police came after last week's deadly attacks in Catalonia, where 15 people were killed in attacks in Barcelona and the town of Cambrils. "The man is still detained and will be questioned when sober", police said in a statement.
But there already were strong doubts on Thursday that he was in fact linked to the threat.
A Spanish counter-terrorism official said Spain's Civil Guard received "an alert indicating the possibility of an attack in a concert that was going to take place in Rotterdam".
According to the New York Times, Spanish authorities tipped their Dutch counterparts off to a potential threat aimed at Wednesday night's concert. The cell also used a van in its attack in Barcelona. By around midnight, the area was calm and police had lifted the cordon they earlier put up around the venue, the NOS reported.
Following an anonymous tip, police arrested the 22-year-old repairman driving the van.
In Rotterdam, the members of Allah-Las, a four-piece band from Los Angeles, were escorted from the concert hall by police wearing bullet-proof vests.
In an interview with Britain's Guardian newspaper last August, band members said they had chosen the word Allah because they were seeking a "holy-sounding" name and had not realised it might cause offence.
While Spanish police appeared to rule the man out of the inquiry, Mr Paauw said his team were still investigating, but it seemed likely "the man had had the bad luck to be in the wrong place at the wrong time".
Their label Mexican Summer released a statement: "The band is unharmed and are very grateful to the Rotterdam police and other responsible agencies for detecting the potential threat before anyone was hurt". "We email back and explain why we chose the name, and mainly they understand".
