Russia, China Veto Syria Sanctions In UN Security Council

But Russia's deputy United Nations ambassador Vladimir Safronkov said after the vote that Moscow let it be known early on that it was "skeptical" of the JIM's reports and the "uncorroborated nature of the conclusions". Bolivia also voted against the motion while Egypt, Ethiopia and Kazakhstan abstained.

China, also one of the five veto-wielding permanent members of the Security Council, has joined Russian Federation in vetoing six resolutions on Syria.

This week, in pointed testimony, President Trump's new U.N. Ambassador Nikki Haley sparred with the Russian Ambassador during a vote on a resolution meant to hold individuals accountable for chemical weapons attacks in Syria.

U.S. Ambassador to the U.N. Nikki Haley addresses the Security Council after Tuesday's vote. She added, "They turned away from defenseless men, women, and children who died gasping for breath when Assad's forces dropped their poisonous gas".

Russian Federation argued that the resolution - drafted by Britain, France and the USA - would harm UN-led peace talks between the warring Syrian parties in Geneva, which began last week. He explained that China's decision to veto the proposed resolution was based on an objection to its timing. "This is railroading the draft by the Western troika", he said. The crimes of those who choose to use such weapons must not go unpunished.

China's United Nations ambassador, Liu Jieyi, said: "We oppose the use of chemical weapons" but said it was too soon to impose sanctions as investigations into their use were still ongoing. "It was forced through to a vote while council members still have differences", he said. "Actually, their goal was not to find effective and mutually acceptable solutions but to polarize attitudes and aggravate the situation".

It was drafted amid fresh concerns of Syria's use of chemical weapons. "The Trump administration has a very clear position that is also our French position, the British position and the position of the majority of members of the Security Council", he said. The UN found Syrian government forces had used helicopters to drop barrel bombs containing chlorine gas.

Russia's decision to block the measure was expected beforehand, but that did not stop United Nations ambassador Nikki Haley and her Russian counterpart from trading barbs. "The world is definitely a more risky place", she said. "There is nothing wrong with the investigation". It will continue its efforts, together with its partners, to combat impunity and the use of chemical weapons.

Then US secretary of state Hillary Clinton says that by blocking the resolution, Beijing and Moscow must "bear responsibility for the horrors that are occurring on the ground in Syria".

"In terms of sanctions against the Syrian leadership, I think that now they are completely inappropriate", Putin said at a press conference in Kyrgyzstan.
