Netanyahu took part in a summit that Kerry organized in the southern Jordanian port city of Aqaba last February and included Jordan's King Abdullah II and Egyptian President Abdel Fattah el-Sissi.
Netanyahu responded that he would have trouble garnering support for Kerry's proposal within Israel's governing coalition.
Netanyahu's coalition negotiations never materialized and he abandoned the talks with Herzog, subsequently bringing in Avigdor Lieberman into his government as defense minister. Indeed, only by Israel first embracing the API will the Arab states lend their support to a two-state solution by putting pressure on the Palestinians to make the necessary concessions to reach a peace accord. "I'm looking at two-state and one-state and I like the one that both parties like".
While Netanyahu turned down the deal, it is not clear whether the Arab states would've accepted or declined the deal either.
"We saw it as building on, or updating, but certainly not superseding" the 2002 Arab initiative, one of the officials said.

If his immediate intention was to facilitate Mr Netanyahu's tactical dealings with his far right coalition partners in Israel, the strategic outcome is much more likely to undermine any prospects for peace. Now, with Donald Trump at the helm of power, many believe that Israel would be more aggressive than before towards Palestinians.
"In a speech to the United Nations general assembly in 2015, prime minister Netanyahu pointed out that in the preceding 12 months, the general assembly had adopted 20 resolutions critical of Israel, compared to just one in response to the war in Syria, which has resulted in more than 250,000 killed and millions driven from their homes".
Mr Netanyahu's visit to Singapore is a reciprocal visit following Mr Lee's trip to Israel a year ago. Settler leader Naftali Bennett will compete with Mr Netanyahu to take credit for speeding up the annexation of ever-greater blocs of West Bank territory while rejecting any compromise on Jerusalem.
Netanyahu called the meeting "historic" and one that strengthened the two countries' longtime alliance.
"For eight years, there was tension and friction with the Obama administration". Netanyahu made that goal plain saying "in any peace agreement, Israel must retain the overriding security control over the entire area west of Jordan River - better known as the West Bank, occupied in the 1967 war that as per UN Security Council resolutions 242 and 338 Israel must vacate".
Mr Lee said that Mr Netanyahu updated him on "developments and his reasons for being cautiously optimistic about things". "There is a new day and it is a good day", he said. None of them, however, could provide a solution that meets the Israelis' or the Palestinians' requirement for independent and democratic states enjoying Jewish and Palestinian national identities, respectively.
